On the Supreme Attestation Commission at the Cabinet
Ministers of the Republic of Uzbekistan

The Supreme Attestation Commission under the Cabinet of Ministers of the Republic of Uzbekistan (hereinafter SAC) is the authorized state body dealing with the attestation of scientific and scientific-pedagogical personnel of higher qualification. 
SAC reports to the Cabinet of Ministers of the Republic of Uzbekistan.
SAC was established by the Decree of the President of the Republic of Uzbekistan dated March 31, 1992 No. UP-371 “On the formation of the Supreme Attestation Commission under the Cabinet of Ministers of the Republic of Uzbekistan (SAC of the Republic of Uzbekistan)”.
The Decree of the President of the Republic of Uzbekistan dated February 16, 2017 No. 4958 “On the further improvement of the system of postgraduate education” played an important role in the effective organization of the activities of the Supreme Attestation Commission. According to the Decree of the President of the Republic of Uzbekistan, on July 1, 2017, a two-level system of postgraduate education has been introduced.


The main objectives of the SAC:
ensuring the practical implementation of the laws of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers and other legal acts in the field of attestation of the scientific and scientific-pedagogical personnel of higher qualification;
implementation of a unified state policy, organization, implementation of control and coordination of activities in the field of certification of scientific and scientific-pedagogical personnel of higher qualification;
ensuring the unity of requirements for dissertations and the applicants for Doctor of Philosophy degrees (hereinafter PhD), Doctor of Sciences, degrees (hereiafter DSc) and academic titles;
promoting the improvement of the qualitative composition of scientific and scientific-pedagogical personnel, improving the efficiency of their employment in line with the needs of society and the state, the prospects for the development of science, education, technology and technology;
continuous improvement of the attestation system of highly qualified scientific and pedagogical personnel aimed at eliminating unnecessary bureaucratic procedures;
ensuring openness and transparency of SAC activity at all stages of attestation of scientific and scientific-pedagogical personnel of higher qualification;
ensuring the objectivity of certification of scientific and scientific-pedagogical personnel of supreme qualification at all stages;
ensuring compliance with the international standards of qualification requirements for PhD, DSc and academic titles.


SAC Rights:
receive information and materials in the prescribed manner from the Academy of Sciences, ministries, departments and organizations, which are necessary to perform the assigned tasks;
to participate in interstate negotiations on the attestation of highly qualified scientific and scientific-pedagogical personnel;
to create and monitor, based on the decisions of expert councils, One-time Scientific Councils on awarding the scientific degrees of Doctor of Philosophy (PhD) and Doctor of Science (DSc),;
to hear the reports of the chairmen of scientific councils awarding  scientific degrees and expert councils at the meetings of the Presidium of the Supreme Attestation Commission with the view of studying and summarizing the work experience;
to attract highly qualified specialists to the scientific examination of dissertations and verification of the activities of the Scientific Councils awarding scientific degrees. At the time of participation in the inspection of Scientific Councils  awarding scientific degrees, performing the functions of the opponent and reviewer, the attracted scientists and specialists are exempt from their official duties, while maintaining salary at the place of permanent employment;
to determine the list of qualifying exams and monitor their organization and level;
to receive, in the prescribed manner, the annual reporting of organizations in which Scientific Councils awarding scientific degrees function, and the necessary information from ministries and departments to develop proposals and take measures to improve the system of attestation of the scientific and scientific-pedagogical personnel of higher qualification in the republic;
to convene, in the prescribed manner, the interdepartmental meetings to solve the problems related to the improvement of the system of attestation of the scientific and scientific-pedagogical personnel of higher qualification, improving the quality, scientific and practical significance of dissertation research;
to carry out the international cooperation within the framework of the assigned tasks and functions, to participate in the work of international organizations, meetings, conferences on the attestation of highly qualified scientific and scientific-pedagogical personnel;
to send, if necessary, dissertations to the Scientific Councils awarding  scientific degrees in order to obtain an additional conclusion about their importance for the science and economic sectors in accordance with the requirements set for the dissertations;
to deprive or reinstate, in the prescribed manner, the scientific degrees and academic titles of scientific and scientific-pedagogical personnel of higher qualification by the recommendation of the scientific and relevant councils of higher educational institutions or research institutions;
within the limits of its competence, SAC has the right, in accordance with the established order, to adopt regulatory legal acts that are mandatory for the ministries, state committees, departments, local government bodies, organizations, officials and citizens;
if necessary, SAC has the right to issue joint decisions and other acts jointly with other ministries, state committees and departments.
SAC is responsible for the implementation of the assigned  tasks and functions in accordance with the present Regulations, as well as for the state and improvement of the system of attestation of the scientific and scientific-pedagogical personnel of higher qualification in the republic.


Organization of SAC activities:
The executive body of the Supreme Attestation Commission is its apparatus, whose structure and the maximum number of employees are approved by the Cabinet of Ministers of the Republic of Uzbekistan.
The governing body of the Supreme Attestation Commission is the Presidium. The staff of the Presidium is approved by the Cabinet of Ministers of the Republic of Uzbekistan. The work of the Presidium is headed by the chairman of the Supreme Attestation Commission. The organizational form of the SAC Presidium is its meeting.
Expert Councils consisting of the chairman of the Supreme Attestation Commission, chief scientific secretary, chief inspectors for scientific areas, as well as the heads of the departments of the Supreme Attestation Commission are created in order to ensure the compliance of the adopted decisions on attestation issues and other documents related to the attestation of the scientific and scientific-pedagogical personnel of higher qualification, the requirements of regulatory documents, as well as the review and considerayion of current issues of the activities of the Supreme Attestation Commission that require collective decision and their execution control..
the SAC Presidium creates the expert councils in the fields of science among the leading scientists and specialists in science, technology, education and culture in order to examine the scientific and practical value of the dissertations, to monitor the work of scientific councils awarding scientific degrees and ensure the unity of requirements set for  attestation, as well as for preparing recommendations.
Issues regarding the SAC activity are placed on the SAC website and in the journal SAC Bulletin in order to ensure the openness and transparency during the attestation of scientific and scientific-pedagogical personnel of the higher qualification.
