As a result of reforms over the past five years, the country has created the political, legal, socio-economic, scientific and educational foundations necessary for building New Uzbekistan. Based on the results of a broad public discussion, based on the principle "From the Action Strategy to the Development Strategy", the Development Strategy of New Uzbekistan for 2022-2026 was developed and approved in the following seven priority areas: Priority 1: Building a humane state by raising the honour and dignity of a person and further developing a free civil society. Priority 2: The transformation of the principles of justice and the rule of law into a fundamental and necessary condition for the development of the country. Priority 3: Accelerated expansion of the national economy and ensuring high growth rates. Priority 4: Implementation of a fair social policy, development of human capital. Priority 5: Ensuring spiritual development and raising this area to a new level. Priority 6: Approach to global problems based on national interests. Priority 7: Strengthening the country's security and defence potential, conducting an open, pragmatic, and active foreign policy.
Based on the Decree of the President of the Republic of Uzbekistan as of February 16, 2017 № PD-4958 "On further improvement of postgraduate education system", the introduction of a two-level system of postgraduate education was a historic event since July 1, 2017. The Decree of the President of the Republic of Uzbekistan stipulates the qualitative development of the educational and scientific spheres, the quality and effectiveness of the system of training and attestation of highly qualified scientific and scientific-pedagogical personnel, a broad involvement of talented youth in research activities and the full realization of their intellectual potential.
